You are here because your 1999 through 2002 Volvo is exhibiting hesitation, surging, stalling, rough idle (not running on one dead cylinder roughness) and even entering the limp home mode. These are all symptoms of the Electronic Throttle Module (ETM)  failing. The worse the symptoms, the closer you are to a complete failure. In modern cars the throttle and fuel injectors replace the carburetor. Both of these are controlled electrically or as is often called "fly by wire" an aircraft term.

The good news:

If your car is experiencing drivability problems you probably have a failing ETM. Internal parts are not sending proper information to the master engine computer. If the car is within the Volvo Cars North America (VCNA) 10-year or 200,000-mile extended warranty you are covered for a ETM replacement. There should be no charges for diagnosis or replacement if the ETM is bad. In defense of the Service Department, they have to follow VCNA procedures to check and possibly replace other components before they replace the ETM. If they replace an ETM that Volvo checks and finds it is not defective they do not get reimbursed for the warranty repair.

The bad news:

If the car is out of warranty, either due to age or mileage, you are looking at replacing the ETM at a cost of $800 to $1200, depending on dealer good will. The fact, that is most outrageous, is that the replacement part is of the same egregious design and it too will fail again in 30,000 to 100,000 miles depending on your type of driving. The more you move the accelerator the faster the wear. A parent shuffling kids around town with a lot of stop wears faster than the person that commutes 100 miles a day at steady speeds.

The great news as of May 15, 2009:

A Canadian firm, XeMODeX Inc., has developed a remanufacturing procedure that replaces the parts that wear out in the original ETM with their Digital Angle Sensor (DAS). The DAS carries a lifetime limited warranty  against failure. Thus for $599 you can get a replacement better than the original. Considering the quality of construction of the original ETM and the improved DAS there is a very high confidence level that this part will last the life of the vehicle.

How to get my ETM  remanufactured.

The current procedure is for you or your independent mechanic to remove your ETM and ship it Federal Express to XeMODeX. They will remanufacture your ETM and return ship it the next business day.
